Open up the Windows registry using RegEdit.exe and locate the following keys
[HKEY_USERS\{USER_ID}\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Connections\DefaultConnectionSettings
That has to be set to contain the correct proxy for the user under which the services run (various {USER_ID}) . Note: Importing the key did not work here (although it said it did import correctly), it has to be set manually with regedit for each user via regedit to make it happen.
The users that typically need to be changed are:
- HKEY_USERS\.DEFAULT
- HKEY_USERS\S-1-5-18
- HKEY_USERS\S-1-5-19
- HKEY_USERS\S-1-5-20
- HKEY_USERS\S-1-5-21-0123456789-012345678-0123456789-1004
- HKEY_USERS\S-1-5-21-0123456789-012345678-0123456789-1004_Classes
