Retrieve a deleted user story

Absolutely, you simply go to Product History Changes, search for Delete + Requirement and then use the Revert option.

According to Inflectra’s official support forum, once a user story is deleted in SpiraTeam, it cannot be restored through the user interface or a recycle bin feature. This means that unless you have a backup of your SpiraTeam database or the deletion was caught early enough to be reversed by your system administrator, the data is likely lost.

It is absolutely possible with Product History Changes - you can revert deleted artifact, until it was purged.
