Hello,
We are actively using MS Teams and it is opened every time for major part of our users. Is it possible to develop a plugin that will show in MS Teams as Tasks entities, that are assigned on a user with two actions allowed: change the owner and do a transition to another status. I am not asking about whole Spira functionality in MS Teams's tasks, only these two actions as they are used very often.

It is possible to develop, but we may already have a solution. The RSS feed functionality combined with Subscribed artifacts:

We have examples with Outlook and Slack, but it should be the same?

Yes, we know about RSS.
But it won't allow to change status/owner from MS Teams. You will be just informed that something is assigned on you.
Having these two actions from MS Teams directly - that is a big step forward user experience.
Jira has such plugin: Jira app for MS Teams
I would second the desire for such a plugin for teams.
As my org has grown more and more accustomed to using teams for all communication, it would be nice to have something like the jira plugin (which despite not missing Jira... I do mis this functionality) that would allow you to see the details of the artifact as well as some basic actions such as changing assignee, updating status, and adding a comment.
