Otherwise workflow transition should show the end user a string that sql returns (or a specific form similar to current custom reports) to help him understand why transition between statuses wasnt performed. The idea is to allow you to have changes in workflow fire webhook notifications.  They could then call JavaScript plugins that call API functions to perform certain business actions.
