This error occurs because some of the needed client libraries for accessing HP ALM have not been downloaded onto the local machine.

The steps to resolve the issue are:

  1. From the main HP ALM home page, click on the "HP ALM Add-Ins" link.

  2. Then click on the "HP ALM Connectivity" download.

  3. Download and install the HP ALM Connectivity plugin.

  4. Now the Spira Importer will be able to connect.
